Delhi, December 4, 2025 – Today marked a significant milestone in Indo-Russian educational cooperation as the Federal Agency for Education of the Russian Federation (commonly known as the Russian Education Agency) officially launched its dedicated India office in New Delhi.
The new centre, inaugurated in the presence of senior diplomats from the Russian Embassy and representatives from leading Russian universities, signals Moscow’s most ambitious push yet to attract Indian students, with a clear geographic focus on South and Western India for the 2026–2027 academic year.
South India in the Spotlight
While the office is based in Delhi, its recruitment roadmap for the coming year places special emphasis on three states that have emerged as India’s academic and professional powerhouses:
- Karnataka (Bengaluru, Mysore, Mangalore)
- Tamil Nadu (Chennai, Coimbatore, Madurai)
- Maharashtra (Pune, Mumbai, Nagpur)
“These states produce some of the brightest engineering, medical, and technology talent in the world,” said Mr Alexey Komissarov, Head of International Cooperation at the Russian Education Agency, during the launch event. “We want to offer students from these regions a genuine alternative – world-class education at a fraction of the cost they would pay in the West or even in private institutions back home.”
Priority Disciplines: Engineering, Medicine, and Technology
Russia has long been a preferred destination for Indian students pursuing medical and engineering degrees, and the new initiative doubles down on these strengths:
1. Medicine (MBBS and Postgraduate Specialisations)
- Fully English-medium programs recognised by WHO, NMC (India), and listed in the World Directory of Medical Schools
- Over 12,000 Indian students currently enrolled in Russian medical universities – the largest foreign cohort
- Tuition fees ranging from USD 3,500–6,000 per year (₹2.9–5 lakh approx.), significantly lower than private medical colleges in India
2. Engineering & Technology
- Strong legacy in aerospace, mechanical, civil, and nuclear engineering
- Emerging excellence in Artificial Intelligence, Cybersecurity, Data Science, and Robotics
- Partnerships with industry giants such as Rosatom, Rostec, Yandex, and Kaspersky provide internship and placement pathways
3. New-Age Tech Programs
Several top Russian universities (MISiS, ITMO University, MIPT, HSE, Bauman MSTU, and St Petersburg Polytechnic) have introduced English-taught bachelor’s and master’s degrees in:
- Artificial Intelligence and Machine Learning
- Cybersecurity and Cryptography
- Biotechnology and Genetic Engineering
- Renewable Energy and Smart Grids
Expanded Scholarship Scheme for 2026
Perhaps the most exciting announcement was the significant increase in fully-funded and partially-funded scholarships earmarked exclusively for Indian students:
- 1,500 fully-funded seats (tuition + hostel + stipend) under the Russian Government Scholarship Program (Open Doors + State Quota)
- Additional 3,000+ merit-cum-means scholarships covering 50–100 % of tuition fees
- Special quota of 500 seats reserved for students from Karnataka, Tamil Nadu, and Maharashtra across medicine, aviation, and IT streams
Applications for the 2026 intake will open in January 2025, with selection based on Class 12 marks (for undergraduate programs) or entrance tests conducted online by individual universities.

- Mumbai – 31 January–1 February
These events will feature direct interaction with rectors and admission officers from more than 40 top Russian state universities.
