Srinagar, January 22, 2026 — The Jammu and Kashmir Board of Professional Entrance Examinations (JKBOPEE) has stated that it will not conduct fresh or additional counselling for certain MBBS seats in the 2025-26 session, especially those linked to supernumerary allocations at Shri Mata Vaishno Devi Institute of Medical Excellence (SMVDIME). The Board has directed the Union Territory’s Health and Medical Education Department to manage these admissions directly in other colleges.
What Triggered the Issue
The National Medical Commission (NMC) withdrew the Letter of Permission (LoP) for SMVDIME to run its MBBS programme this year because the institute failed to meet infrastructure and compliance standards. This action left around 50 students—who had received provisional allotments at SMVDIME through earlier counselling rounds—in limbo. The NMC instructed authorities to shift these students to supernumerary (extra) seats in other government medical colleges in Jammu and Kashmir so they could continue their studies without delay.
JKBOPEE’s Clear Stance
In a letter dated January 21, 2026, JKBOPEE told the Administrative Secretary of the Health and Medical Education Department that it cannot hold any new counselling for the 2025-26 session. The Board explained that its role is strictly limited to the counselling schedule set by the Medical Counselling Committee (MCC) under the Ministry of Health and Family Welfare, Government of India. It cannot extend beyond that schedule.
JKBOPEE also clarified that it lacks authority to create or allot supernumerary seats. The Board therefore instructed the government to handle these seats directly, in coordination with the NMC and the concerned medical colleges.
Effect on the Affected Students
The decision has created uncertainty for the approximately 50 students whose data was last updated on the MCC portal by the final joining deadline (December 31, 2025). Moving them to other colleges requires steps that fall outside JKBOPEE’s jurisdiction. The Board stressed that any solution must protect the students’ academic continuity and prevent harm to their education.
What Happens Next
Responsibility now lies with the J&K Health and Medical Education Department, which earlier asked JKBOPEE for help in relocating the students. The department must now work directly with the NMC and medical colleges to create and fill the supernumerary seats. Recent reports suggest that officials are actively exploring special arrangements in government medical colleges across the region to resolve the matter quickly.
This development highlights the strict procedural boundaries of JKBOPEE when it comes to adjustments after the MCC schedule ends. It also shows the importance of close coordination between agencies in unusual medical admission cases in Jammu and Kashmir.
