Government Boosts Medical Education with 10,000 New Seats by 2028-29

New Delhi, September 25, 2025 – The Union Cabinet today approved a major expansion of medical education in India, adding over 10,000 undergraduate (MBBS) and postgraduate (PG) seats in government medical colleges by 2028-29. This move strengthens India’s healthcare workforce to meet rising demands for doctors, especially in rural areas.

Cabinet Drives Third Phase of Expansion

Union Health Minister J.P. Nadda announced the approval of Phase-III, a centrally sponsored scheme to enhance medical training capacity. Building on earlier phases since 2014, this initiative addresses critical shortages in healthcare professionals and supports the growing need for accessible medical care.

New Seats to Transform Medical Education

The plan adds 5,023 MBBS seats and 5,000 PG seats across 157 colleges for undergraduate programs and 142 for postgraduate programs. This expansion nearly doubles the existing capacity, which grew from 50,000 seats in 2014 to over 100,000 today, ensuring more doctors and specialists enter the workforce.

Funding and Execution Plan

The government commits Rs 15,034 crore (US$ 1.69 billion) over four years, with the Centre funding 60% and states 40%. The budget supports infrastructure upgrades, new equipment, and faculty hiring. Implementation begins immediately, targeting full operation by the 2028-29 academic year, in line with National Medical Commission standards.

Impact on Healthcare Access

This expansion aims to improve India’s doctor-patient ratio, currently 1:1,000, matching WHO standards. It will produce 10,000 additional medical professionals annually, enhancing healthcare access in underserved regions and curbing talent migration abroad. Medical associations praise the move but urge swift execution to address post-pandemic needs.

This bold step reinforces the ‘Ayushman Bharat’ vision, driving India toward a stronger, self-reliant healthcare system.
